You can buy a Cellphone in every bar. 100 messages cost $25000 and you can have a maximum of 300 messages. You can send messages in-game to the IRC by first enabling it (/use cell) and then prefixing the messages with "#". You can also send a Private Message to someone on the IRC. Cellphone is very handy to communicate with people that aren't ingame, as long as someone is actually listening on the channel.
